     President Mubarak spoke of constitutional reforms and said the People's Assembly and Shura Council were closely studying all proposals made in this regard.
     He added that he had asked that all parties take part in a short prom dresses on the different proposals.
     President Mubarak said all reforms agreed upon will be put to a referendum. The people must have the final say and accept them or reject them, he said, adding that constitutional reforms normally took some time.
     Turning to the National Democratic Party (NDP) , President Mubarak said the party is undergoing big changes and political mobility driven by a cluster of specialists in the different domains of national action, he said.

     The President said the NDP was conducting full-dressed studies on developing and modernising mechanisms of national action at the economic, social and poliotical levels.
     Recently, the NDP studied the health insurance programme that targets best health care services for all citizens, Mubarak said.
     Although, the programme would put into consideration the financial capability of citizens, all low-income brackets would receive free-of-charge medication, Mubarak underlined.
     As for his electoral platform, Mubarak said the implementation of Formal Dresses axes of the presidential programme would take six years, noting that the first year witnessed several achievemtns on the ground, including housing programmes, the building of scores of new factories and daily modernisation of the infrastructure net.
     At the legislative level, Mubarak said, discussions continued on constitutional reforms and laws on the judicial authority, police custody, imprisonment in publication-related cases, and other real estate laws.
     Asked about the effects of ongoing anti-businessmen campaigns on the investment atmosphere, Mubarak said objective criticism is needed and is actually the mark of any free democratic society.
     But investments are badly affected by fabricated and false stories or news, Mubarak said.
     Investors escape as a fesult of such stories, he adeded, affirming that Graduation Dresses investor was always searching for a secure country.
     We should build bridges of cofidence with Egyptian, Arab and foreign inestors, Mubarak said.
     He called on investors to support government employment plans and non-governmental efforts in the fields of education, health and social care.
